The action of the limiter can be alleviated by several means. Fit heavier rollers in the vario, install a Malossi upgear kit, install a Malossi ForceMaster, or get the ECU re-programmed

But your problem does sound like an ECU problem. The ECU is expensive, but replacing one is easy. Most difficult part is disconnecting/reconnecting the throttle cables. Then you program it using your master key..
